At the bottom of the article, he mentions gaining extra capacity into London for Chiltern by running down the Acton-Northolt ("New North Main Line") route to terminate at the new Old Oak Common station, giving connections to Crossrail and the Overground. I'd not heard mention of this before, but please excuse me if this is Old News.
