The fact that PEDs stop persons and other items from going onto the track is just a happy coincidence. They were mainly installed to reduce the effect of wind getting pushed out of a tunnel at over 50mph.

A more simple barrier at the entrance to the platform would be fine if there's a chance of a vacuum from a train doing such a thing to a buggy that maybe did have the brakes applied (but maybe didn't).

Platform edge doors are a totally over the top solution and would cost a fortune.

This was a chain of rather extraordinary events that came together and a barrier could be a good recommendation to reduce the risk, however small, in future. And that's it.

The Soviet systems needed them due to their overcrowded nature but the passenger numbers on the tube are getting to those kind of crowded levels. I doubt many would be retro fitted but would expect any new lines and stations to have them. Though the tube will probably stick to it's tried and tested method of dealing with overcrowding - i.e. price people off the system.

That and controlling access to the platforms by closing gates, or only using a single gate to slow down entry.
