What ages do child fares apply to is it upto and including 16 or upto and including 15?

Up to and including 15. Once you turn 16, you need to buy a 16-25 Railcard or pay full adult fare.

adult fare from the day they reach 16

The only exception is for family railcard discounted tickets, whereby if the child is 16, but was 15 when the railcard was purchased, the child may travel using a child railcard discounted ticket.
