Without more information it's going to be impossible to give you a sensible answer I'm afraid. For example, when (even if only roughly) do you want to travel? Do either/both passengers have a Railcard? Are the passengers both adults or is one a child? And so on.

Any date in the future, 2 people with 16-25 railcards

Cheapest Paddington to Penzance available appears to be £89 (Twin berth package railcards not required)

Cheapest I can see from Fort William to Euston is £170.00 for a classic room.
That's looking at Feb 2020, 12 months from now.

16-25 Railcards don’t offer discounts on shared rooms I think

Wow, that is extortionate. Doesn't feel that long ago we paid £19 each for a berth, plus free lounge access at Euston with the Scotrail advance card. Happy days!
The pricing seems to have gone from one extreme to the other in just a few years.

With Brand new trains on the horizon I'm not surprised.

If you dont want to wait that long midweek feb/mar 2019 can be found at the same price e.g. 27/02 or 14/03 :)
You can get two Classic Solo rooms (i.e. a room each, rather than sharing a room) for just £14.40 more. That's because 16-25 discounts apply to solo rooms, but not shared ones.
