Depends what you call cheap!
But I suspect that the answer will be no.
There's a Newcastle - Kings Cross with 60007 run by the Railway Touring Company which will probably have a York pick up/set down but it won't be cheap.
You may be waiting for next Summer's Scarborough Spa Expresses for a cheap trip.
