The ticket doesn't have a maltese cross, so it is
not intended to be used on the classic lines with onward travel on LU/DLR.
Today's Routeing Guide has Chatham Routeing Group to Stratford Routeing Group on
page 299:

In some instances (particularly long distance cross country journeys) the fares data will show an "any permitted" fare but without the via London, Maltese cross symbol. Reference to Section C (the “yellow pages”) may show via London to be a permitted route for this journey and in such instances travel via London to include cross-London transfer would be permitted.
However, in practice you will most likely be refused entry to London Underground with that ticket, despite what the routeing guide instructions say. Using FA+HS you can trace a route via Elephant & Castle and the Thameslink Core, changing at St Pancras onto HS1 to Stratford International. This requires no arguing over the missing Maltese Cross and no cross-station transfers. Thus, this is a permitted route.
Most reasonable routes into south London Terminals are mapped. Using the mapped route from Liverpool Street and Stratford London (the non-High Speed Stratford) is a bit of a grey area, as sometimes ATOC claim that permitted routes cannot start of end with a walk, and you can't use the DLR to Stratford International as far as I'm aware (TfL claim that a National Rail route cannot start or end with a cross-London transfer). That does not mean you not get hassle at gatelines.
If you want a less problematic ticket available by both routes, consider researching the permitted routes of
Chatham to Stratford London (non-HS) +ANY PERMITTED ticket that has a similar price, but comes with a maltese cross, meaning that LU/DLR will accept it.
I'm not sure if seasons are supposed to be available with maltese crosses on any more, so it's possible that it will be withdrawn from sale at some point, leaving only outboundary Travelcards for HS1 travel, especially now that this has been posted on a public forum.
