Hi everyone
I’m seeking some clarification on a Railcard dispute I had with a ticket officer yesterday on SWR. I realise that my situation is more unconventional and doesn't fit the standard 1-year/3-year renewal patterns, so I’m trying to establish if the officer was mistaken or if I have misunderstood the rules.

A few weeks after I turned 25, I opened a savings account with Santander which included a promotional activation code for a 4-year 16-25 Railcard. I activated the digital card, and it is currently showing as valid until 2029 (at which point I will be 29 years old).

Yesterday, my ticket and railcard was checked and the officer asked for my age. When I told him I was 26, he argued that the Railcard will be invalid once I turn 27. His logic was:
  • A 16-25 Railcard can only be bought up until the day before your 26th birthday for a 1-year duration.
  • Therefore, it is impossible for a 16-25 Railcard to be valid once the holder turns 27.
  • He insisted that even though the app shows a 2029 expiry, I have "aged out" and should have moved to a 26-30 Railcard.
I understand that it is highly unusual for someone to be using a 16-25 Railcard potentially up to 29, but my understanding of the T&Cs is that eligibility is only checked at the point of issue. Since I was 25 when the 4-year card was issued, I believe it remains valid until the printed expiry date, regardless of my age in the intervening years.
  • Was the officer mistaken in claiming the card "expires" the moment I turn 27?
  • Is there a specific clause in the National Rail Conditions of Travel or the Railcard T&Cs I can reference to prove that "valid until expiry" applies even to these promotional 4-year cards?
  • If I am challenged again, is there a specific "industry" way to explain this to staff who may only be used to the standard 1-year cards?
I’d appreciate any insights or links to the relevant manual sections so I can keep them handy on my phone. Feel free to ask any more questions if this doesn't make sense.

On a normal 16-25 railcard
Can buy a 1 year upto day before 26th birthday, or a 3 year one upto day before 24th birthday. Suggests shouldn't be able to used after 27th birthday.

However Santander one is valid until expiry (but cannot be started if 25 or over on 30th June of start year), so can run through to age 27 or 28, so Inspector is wrong on this

Further to this, a 16-25 railcard obviously has no age constraints anyway as they are issued to mature students.

Poorly trained staff member it seems to me....*

I've advised younger members of my family to buy a railcard the day before their birthday where they would otherwise cease to be entitled - even if they have a few weeks or months left on their existing Railcard (so they would have 2 of the same railcards overlapping for a period) in order to precisely benefit from the longer entitlement and savings to be accrued if they think doing such over the period would be of financial benefit to them.

It's exactly what I did myself.

* I suspect another incident that won't appear on Channel 5 features with SWR staff at work 'Fare Dodgers - At War with the Law' ;)

This is quite funny how much they (santander/rdg) went on to tighten up the terms after the loose poor ones of 2022/2023.

I have a funny story around this but i think it identifies me way too much...

I find it intriguing that none of these RPIs let it slide as a one-off (before researching the subject) if they don't know the exact rules... surely it's better to let a few naughty people pass rather than accuse an innocent passenger. I think that's the worst possible thing you could do.

The first time I helped a mature student buy a ticket on a TVM, I was quite confused how someone who was clearly >25 had a 16-25 railcard. I didn't question it but asked a colleague afterwards who explained the mature student thing to me.
