From Victoria, would it be best to change at Oxford Circus or Notting Hill Gate to be sure to get a seat? I'll be travelling early Saturday morning.

I would say Notting Hill Gate as people will be getting off there to change onto Circle/District and lots of people use the Central between Marble Arch and Tottenham Court Road so it's best to avoid that sort of area if you can :)
