Central Line speed limit

Can anyone explain the speed limit in both directions on the Central Line between Perivale and Hanger Lane. It was in place yesterday (Sunday 21 August) but I don't know how long it's been there as I haven't been on that section for quite a few weeks. Is it to do with the HS2 tunnelling works?
