I also wonder whether TfL knowing that people have paid £1k+ for a solicitor feel that in itself is a sufficiently high penalty. It's probably much more than the fine and court costs that some would have to pay if they were found guilty in court.
Not just that but also the solicitor is likely to make them very much aware of the consequences of their behaviour. I suspect that tfL takes quite a positive view on this as it meets their objectives (disuasion of fare evasion) without having to go to court.

Congrats. How long did TFL take to respond you with a warning? i am waiting for their response since November
oh it appears mine was surprisingly quick in comparison. i was caught on the 18th of december, had an extension due to bank holidays and now here we are in february

Was it stated that you had a solicitor representing you or not?
A solicitor was used in this case. If you are in need of assistance yourself then please start your own thread as we have a forum rule to only discuss one case in each thread to avoid confusion and because no two cases are every quite the same, regardless of how similar they might seem to be at first.
