Cardiff to Newport only?

Hi,
I've just noticed this service at Cardiff Central which starts here and calls only at Newport. I don't think I've ever seen this before. Can someone offer more info?

Would normally be a service along the Marches to Manchester Piccadilly, however the Marches flooded yesterday and I believe still are flooded.

Although quite often during post events at the millennium stadium with GWR running a shuttle service between Cardiff & Newport using 8 coach 387s.
