Cardiff Central redevelopment plans

So as now - no ticket, no loo.

(Except with PAYG that's no longer true for anyone with a working contactless card - free platform tickets...)
BUT - I wonder if PAYG (Pay As You Go) works the same as in London. Spend too long on a station (or journey) and you get charged a maximum fare. Then if you do it twice the daily cap stops working. Just asking in case someone relies on something that does not work.

Good to check that we're not misleading people but no according to TfW it doesn't work like that.

As stated in the FAQs, there is indeed a time limit (1 hour) but that should be long enough to cross the station or use the loo.

They don't state any limit on the number of times one can do this without being penalised.

(I did say "free platform tickets" but don't they nominally have a time limit of an hour? They certainly used to, even if not enforced).

Looks like there will be two. If I've interpreted the plans correctly, what is currently the ticket office will be converted to retail and two booths will be built next to it.
Ah I see that now, the red section with 2 desks, there don't seem to be any in the southern entrance. Shouldn't be any long queues with such a choice of counters then :'(

I can’t recall more than a couple of the six positions being open when I’ve passed through.

Thanks. Where did you get that measurement from? Visually, I can't see more than a 6-car fitting in that length?

== Doublepost prevention - post automatically merged: ==

  • I assume the above will result in the current sometimes open entrance from the car park directly onto platform 0 being closed / removed as it would result in a way to bypass the gateline otherwise. Of course the platform 0 works may well result in that going anyway!
I don't see how there could continue to be an exit there as it looks like the area is being repurposed - what look like loading bays have been put in, and only five parking spaces remain (for staff vehicles?) and there is no obvious egress shown in the plans.

== Doublepost prevention - post automatically merged: ==

  • Not sure what that means for the whsmith or the ticket office - maybe someone else who is better able to read the plans can help there.
The only sensible space for the ticket office is in the red space in the centre of the concourse in this plan, occupying a much smaller space. If I'm interpreting the plan correctly, it appears to show that the two windows will now open directly onto the concourse. As for retail, there are three spaces on the unpaid side and one on the paid side. Other plans in the application show units on platforms 1-4 as well as two retail units at the back. I imagine WH Smith will have the clout to get a decent unit somewhere amongst all that.

If proposing 26m carriage length then yes, 6 car would be the theoretical maximum.
Class 387 is 20m carriage length.

You can get the length by superimposing distinctive features (station building and REB) on the drawing (DRG-EAR-001103) onto aerial imagery e.g. Google Maps, and measure a line.

Ah, that makes sense. If it can fit 2x387 it'll be very useful, particularly if more end up on the Cardiff runs.

Or....you can go to the Platform layout drawing (in the planning documents)...and use the drawing scale. It is 160m long.

A prior approval application is now available on the council's planning website as 25/00645/PRAP. Most documents are the same as the LBC application, although there are a couple of new plans relating to the southern entrance.

Looks pretty good, with much better facilities on the platforms.
Bit of a convoluted route to P0 from the north - through the gateline and back on yourself via a corridor with a right angle corner in it.

And I just don't understand building a new southern entrance and not integrating the tram stop - isn't the whole point of the stop to take passengers from the station to the Bay?! The colonnade design makes it obvious that there will likely never be a covered route for transfers too.

PS if you are interested in history the Heritage Statements 1-9 give you the history of Cardiff as well as the station with maps and photos. Fascinating stuff but I am still filing it under an example of the huge workload of getting planning and why everything takes so long and costs so much!

I wonder with the tram stop is it seen as a temporary solution because there'll ne the ability to integrate it properly if crossrail is extended to the west (I appreciate that's a big if)

The colonnade design of the southern entrance doesn't look easily adapted to become integrated with the tram stop. In fact it looks as though it was not a design consideration at all.
Which would be even sillier if the tram continues on to go over the Taff Bridge.

They promised us covered access to the bus station too...

I'm probably being stupid but I can't see these - looking at the 44 documents on the planning site for 25/00645/PRAP.

Can you give me a clue?

The heritage statement will be under 25/00630/LBC (listed building consent).

A Canopy between bus & trains can still be added retrospectively - funded by TfW not NR - and subject to a separate planning application - linking east entrance of North Concourse to Interchange building.

But it looks like they are not bothering with South ...

Brilliant. Thanks.

Absolutely fascinating....as is the fact that these days you have to pay somone to write an entire book about the history of a (listed) station before rebuilding it.

I was thinking the other day whether the tram stop will be superseded if the line gets extended to the west. I just can't see that there would be space for high level platforms as the line would be on a ramp down to street level.

It may just be Mark Barry being over optimistic, but he has made future network maps of Penarth services extending to the Bay and beyond via the tram line. This seems slightly more likely than the line to Beddau at least.

The tram stop looks to be far enough east such that the line could continue up to join the NR lines and go over the Taff bridge (a bit like the riverside line did)

It appears that Swindon is planned to join Bristol and Cardiff in a new station entrance and redevelopment. Just £100k from Homes England towards developing and planning announced today.

Article mentions Cardiff so leaving it here at this stage, but if something actually happens to get a northern entrance at Swindon then I think should get separate thread

Swindon Borough Council has been awarded £100,000 by Homes England so designs can be drawn up for the scheme, which will see over 100 acres of brownfield land next to the railway redeveloped, creating a new high-quality commercial district within Swindon town centre, thousands of new jobs and hundreds of new homes.
Known as Swindon Knowledge Central, the plans would include building a new multi-storey car park on the site of the current north car park, accessible from North Star.

Options for linking Crossrail's Cardiff Central platforms to the existing high-level lines are explored in the Mott MacDonald report linked in post #3,663, from around page 67 onwards.

Cardiff Council's most recent corporate plan (available here) gives the timeframe they are currently targeting for the link:
Cardiff Crossrail Phase 2 – Cardiff Central to City Line link and junction works: Source funding to complete concept design and Outline Business Case work in 2025/26, detailed design by 2027 and completion of construction by 2030;

Thanks. Sniggered at references to tram trains running by 2023….
If Crossrail etc will be going through the Central tram platforms that will be quite a few people who wanted Central but get dumped on a windswept plaza outside (with the station and its gates possibly in between them and where they want to be).

To be fair, for most of central Cardiff it doesn't really make much difference. Just because it's my favourite bar in town, Tiny Rebel is a 7 minute walk from the front of Central station or a 10 minute walk from the rear.

Even for the Millenium stadium gates cloest to the station and the cinema etc, where this would make more of a pain to get to compared to the main station, you still aren't actually talking that much extra time added. And even then for a lot of event days there the crowds are heavily managed anyway so that will be what slows you down rather than where the tram stop is.

I could see the argument for a pedestrian bridge across the Taff south of the railway mind you if they are to make the south of the station more prominently used.

That's certainly true but, without getting too political, part of the problem in the UK is the way projects have to be delivered in piecemeal fashion.

This is a classic example. The £100m stage one of Cardiff crossrail is jointly funded by the Welsh Government/TfW and the Cardiff city/region consortium of local authorities who had to bid for UK Government money under the 'city deal' programme.

The improvements to Cardiff Central are a project involving TfW and Network Rail. A future ramp joining Crossrail to Cardiff Central will need to involve all of the above.

It's all a bit bonkers, but that's the way things work atm.

It's up there with the idiocy that the Welsh owned CVL will still have to put up with the heavy hand of the ORR after GBR are allowed to flit away!

Isn't the concourse listed?....in which case there's not a lot they can do with it.
Not just the concourse; everything except platform 0 and the south side building (platform 8) is listed. Sadly that didn't stop someone (Network Rail?) paying architects a good few years ago to produce not one but two (at least) designs for a massive redevelopment of the station which would have involved (very) extensive demolition. At least one option would have destroyed the historically valuable subway tiles and at least one would have swept away all the platform buildings and canopies (replaced by a 'transfer deck' like Reading).

I think they must be planning expansion of platform 0. The render of the north entrance shows a substantial new building on the site of the M&S, including an extra storey for passenger facilities at platform level and presumably extending west across the small carpark on that side. I doubt they would go to all that effort just for a few Ebbw Vale trains. Which suggests the London trains will move to platform 0, somehow.

If you look closely at the render of the main hall, there’s a much larger entrance to platform 0, separated from the rest of the hall by glass screens – so behind the same gateline as the other platforms. That appears to lead to a new subway (but could just join up with the current one I guess).
Plenty of other services that could use platform 0 as well as Ebbw Vales. If you allow crew-only doors (loco/DVT) to be off the end of the platform you might even get TfW's mark 4 rakes to fit in the proposed extended platform 0. The one thing that certainly isn't going to work is 10-car class 800/802 formations.

This discussion should really be in the Infrastructure and Stations part of the forum, but am I alone in being pleased that Cardiff Central is being preserved?
You're not alone. I've been worried about those architects' drawings that proposed widespread destruction of the listed building for years and I'm glad the worst of it seems to have been dropped. Still some vandalism in these latest plans though with the end walls of some of the platform buildings proposed to be knocked down and replaced by modern glass. Yuck.

Amazingly it's getting a canopy, we're very honoured! Assume it'll be long enough for a 10 car 800?
No chance; platform 0 can only be made 260m long if you either:
  • knock down (or somehow move) the main northern booking hall building or
  • extend the platform over the river Taff, placing the west end of the train a rather long walk from the rest of the station
station capacity limited by subway capacity - no change
Actually, they may have made the suituation worse. The renders show passenger information displays in the western subway - surely that will cause people to stand around looking at them adding to congestion! That aside however, the openning up of space behind the gateline on the north side may help ease the congestion slightly, and perhaps help distribute footfall more evenly between the two subways since they would both be behind a single gateline rather than having to tap out then back in again.

there will be a way to access platform 0 from the other platforms without passing through the gateline
Yes, but a bit indirect for those coming into the station from the northern entrance since you would need to pass through the gateline (heading towards platforms 1-8) and then turn right to go through the current ticket office then back north again to get to the M&S doorway which becomes the new entrance to platform 0.

I also cannot see where the ticket office is going to be in the new plans. Can't see any other major issues other than that.
I'm not sure either; there are a couple of little boxes which may be ticket windows (these being what you would have to doggleg behind to reach platform 0).

Also of note, the south entrance is not included in the planning application, presumably because it just covers the listed areas, but you can see some of what is proposed e.g. a changing places area.
Yes, there's a seperate application (for 'prior approval' under permitted development rights I think) covering that, whereas the listed areas require the Listed Building Concent application.

And I just don't understand building a new southern entrance and not integrating the tram stop - isn't the whole point of the stop to take passengers from the station to the Bay?! The colonnade design makes it obvious that there will likely never be a covered route for transfers too.
I agree; while I much prefer the colonnade design (at least in the renders) to the previous largescale redevelopment proposals, there is a horrifying lack of future-proofing on the south side (which isn't listed anyway). That extends to the tram route too; why that S-bend back east making the radius of the curve tighter and probably ruling out a city centre branch on the tram network.

Destroyed? Or removed for preservation elsewhere?

Creating adequate waiting facilities on the platforms is pretty important for the usability of the station.

As opposed to the existing screens?
