Are there any other countries that make use of the Class 66?
I thought it was just the UK!

Within Europe: France, Netherlands, Belgium, Germany. They are also in use in countries further afield, Egypt springs to mind as one.

Daft question-why are these being allocated UK TOPS numbers rather than just running on their UIC numbers as foreign wagons do when they’re here?

Not a daft question at all. It’s a very good question. The whole point of having UIC numbers is to allow interoperability. It is a nonsense to issue UK numbers for this sort of thing - I’m sure DB don’t issue German numbers for ÖBB locos working the Stuttgart-Singen service, for example.

Did 59003 get a German number when it was over there? IIRC, it carried a UIC number, but I’m not sure if it was a UK or German one

It was numbered 259003 over there. It would have predated the current TSI for numbering though.
