Can Someone ID This Freight?

At Tiverton Parkway this morning at 10:03 66543 & 66538 (Freightliner) were top n tailed with a yellow crane thing with a load of rails on going towards Exeter. Does anyone here know what it was?

It's a "rail recovery train" which, well, recovers old rails! ;)
