Can Drivers Move Other TOC's Trains?

Happens a lot in (proper) emergencies.

Seen a TPE Manchester driver (who'd not worked one in 4 years) move a East Midlands Trains 158 after a fatality.

Why a DSM? With most TOC's a DSM is forbidden to drive unless the booked driver is on the train. If there isn't a booked driver the DSM would probably not move it!

We got rid of that requirement a couple of years ago. If a Driver manager took a train off us (assessing a trainee) we used to have to stay with our train but now we become spare until our train comes back. I never really understood why a manager was preferred over a driver for unusual moves.

A qualified driver is a qualified driver in my book, manager or no manager. It has some very odd regulations does the rail industry
