No. If caught, it'd be a £20 penalty fare or worse. Simply get a return from Waterbeach initially or just ask for an overdistance excess.
No you can't. But you can go to Cambridge and ask to be sold a ticket from Waterbeach to London Terminals, and start short at Cambridge.
I wouldn't try to get a zero fare overdistance excess on a Cambridge to London ticket, because so many clerks will refuse to do it, even though you would be entitled to one if you presented an unused ticket.

I must have done this a thousand times and not once had any issue with RPIs I have been checked several times BUT I was unaware it was an issue till now so cheers for the heads up

Which price would the new combined fare be? It would be a hefty increase for people travelling from Cambridge if you wanted there to be no revenue loss...
Stations may be clustered differently depending on the length and direction of the journey, as in Indigo2's example above
