The train wash now has planning permission
https://www.cambridge-news.co.uk/news/cambridge-news/locals-livid-after-train-wash-19402985 says:
A controversial train wash will be built in central Cambridge after the city council’s planning committee approved plans for a building to house the facility.
[...]
Cambridge City Council’s planning committee heard on Wednesday (December 2) that the train wash itself does not require approval from the council, but that the enclosure surrounding it required “prior approval” – a form of planning consent which considerably limits the scope in which the council can constrain or reject an application.
