But will this be a blanket policy that overrides these flows?

Restrictions are defined by the restriction code on the ticket, so it isn't possible to do that.

XC may appear to have a blanket policy, but in fact they had most other restriction codes that could use their services amended to what they wanted for their trains only, which isn't quite the same thing.

There is no such thing as a "blanket policy" as the restriction code applied to a ticket determines the validity not a TOC saying words in an email. So unless all TOCs that price fares into c2c territory change their restriction codes there will be Off-Peak and Super Off-Peak tickets that are valid.

nor have I heard such from Northernland - moaning about the price yes, but not validity.
That'll be because the only effective enforcement of afternoon peak restrictions is at the point that a passenger tries to enter a station via an automatic barrier. Otherwise the restrictions are mostly ignored, particularly where there are multiple companies setting fares through a different corridor and many different restriction codes that aren't even shown when scanning a ticket - never mind what those codes mean (you'd have to look those up each time).

Evening peaks are a pain in the backside, though I realise that having almost all of your passengers for the evening peak service board via a gateline helps with enforcement. There will still be loads buying the cheapest ticket they see on TL and finding it invalid when they want to go back.
A lot board C2C at West Ham where there are no gates interchanging from tube or DLR.
