Bluestar 4 (Southampton - Romsey) serves Rownhams Services via the bridge over the M27.

It's a works service (for those on 6-2,2-10,10-6 shift pattern) and I've seen it there. Didn't know it was registered though.
I've never understood why they don't add a couple of daytime departures at normal hours to attract regular passengers.

Plenty of people from quite some distance drive specifically to Gloucester Services just for the farm shop; you'd think it would have enough draw to justify at least a couple of daily shopper trips.

Would some of them serves motorway services as I seem to recall for a route to be registered as a local service bus stops must not be more the so far apart.
Presumably designating that part of the route (assuming you mean the non-motorway access rather than buses that actually run on the motorway) as "hail and ride" would avoid that pitfall?

West Riding/Arriva 484 Holmfirth to Leeds (latterly renumbered to 435 and terminating at Wakefield) used to serve Woolley Edge services between Wakefield & Barnsley, with service 444 (Leeds/Wakefield to Barnsley) also running that way at times. These days the Team Pennine X1 sticks to the main road and doesn't serve West Bretton or the access road to the services.

There's a big difference between people who have access to a car doing that, and people without one taking a bus. If it's only a few trips a day you wouldn't want to miss your bus home and be stuck at the services for hours. Not sure the regulators (whatever they're called this month) would be keen on a motorway service area being so obviously "a destination in itself" either.
