Bus Emergency Exit

Hi,

Whilst sitting on the rear seats of some of the buses First Bus operate I notice the emergency exit seems to be tied shut.

Is there any obligation for them to ensure the exit is in working condition?

If that's the same as every other bus I've been on that has them, that photo shows the same side as the hinge; the door swings open the other way.

That was what I was thinking - to limit the degree to which the door can open rather than allow it to batter off the side of the vehicle.
