Maybe we need two threads; one on what we'd spend it on and another on what it is likely to be spent on....

Whilst I am the first to welcome major investment in the UK's infrastructure, I do wonder where the technical expertise is going to come from. There is already a serious shortage of competent
resource in many areas of engineering and project management hence some of the problems we have seen with things like Crossrail and the electrification programme.
