A colleague will be arriving at Brussels Airport railway station after the closing time of the booking office (20:00). What are his options to purchase a FIP (@75%) discounted ticket after that time. He will be travelling to Brugge. Can he purchase at a ticket machine or on board the train?

I understand that there is also a "diabolo" supplement of around 6€ for using the airport station.

The ticket machines don't offer FIP discounted tickets. The RDG documentation ("Travel tips for Europe") says:
FIP discounted tickets may only be purchased on-board where the customer joins a train at a station with no ticket office and approaches the train conductor of their own accord.
So that should work. Not sure if on board the 75% discount is available or only the 50%.
The ticket machines do sell the diabolo supplement. After 22h, there's a chance that the gates are open.

Our new (retired) FIP cards don't have any 75% discounts abroad, except for CIE and N Ireland. We definitely used to get quarter fares in Benelux countries, I don't know when that disappeared.

The 75% discount for France (SNCF) & Belgium (NMBS/SNCB) ceases upon taking up safeguarded retired status to be replaced with 50%. The discount for The Netherlands (NS) & Luxembourg (CFL) remains the same as active staff at 50%.
