Why would they need to say 'being prepared to stop short etc', what does proceed at caution actually mean?

It's what we were supposed to say, until very recently, and I don't really see the harm in continuing to do so - although I agree that any driver's definition of caution ought to include it anyway!

I presume that's the reason they took it out, as driving at caution should mean you are ready to stop in the distance you can see!
