The solution is to bring back smoking areas on trains.
You can avoid them from causing health consequences to staff by banning the latter from them.
Of course this will make fare evaders use them but that may have quite amusing and karmic consequences.

There is possibly a case for smoking areas on very long distance trains (sleeper the obvious example) and perhaps areas of some platforms but this wasn't the post to make that case.
