Is the signalling currently 3 aspect? If it is, would changing it to 4 aspect make much difference to the availability of paths?
It may not add paths or any significant extra capacity, but as you will be aware, it would quite possibly result in a small but useful amount of extra "timetable padding" (in laymans' terms).
That said, I appreciate that any reworking of the timetable in that area could well do away with such fantasies very easily...
The Reigate/Tonbridge or Horsham slows via Redhill could be diverted to Victoria to provide capacity but cross at Stoats Nest Junction (or just north of Purley Station) to avoid conflicts at Windmill Bridge Junction.
Not sure routing via Tulse Hill would be an option the passengers would like as presumably it would add to journey times!
I think the Horsham slows will become Thameslink services. Horsham is a certain Thameslink destination as that is where a sizeable chunk of the stabling will be.
