Brighton group stations question

The other day I was travelling from Brighton to Southampton and a ticket check took place between Brighton and Hove.

Passenger opposite me presented a Hove to Portslade single, claiming it was valid (and had been let through the gates at Brighton).

Would this fall under the Brighton group stations and therefore actually be valid?

Hove-Brighton-Portslade is not valid, however since the fare is the same Brighton-Portslade & Hove-Portslade it would be pragmatic to allow someone to start from the other station I guess.
Group stations in the routeing guide are for “interchange purposes only” and do not apply when the ticket origin or destination is a member of the group.
The passenger should have bought a single from Brighton for the same price. But sensible to allow the ticket used anyway.
