My daughter presented this cap to me for father's day.
It looks genuine and is worn.

If it is real, approximately when would it be from and what 'rank' would have worn it?

Looks genuine. Obviously dates from between 1948 and 1997, possibly c. 1985. Maybe something worn by platform staff despatching Inter City services. Probably worth around £25 to £30, depending on actual condition, if similar examples seen on-line are anything to go by.

Possibly manufactured by Compton Webb (CW), a long-established Oxfordshire-based brand/manufacturer of corporate headwear. Is there a label inside the hat?
