Boxes on poles at Edinburgh park

There are many of these box things attached to poles at Edinburgh park, braces with scaffolding poles. What is the purpose?

Looks like either the pole or the fence is unstable and the bracing is holding it up, and the box is to stop people walking into or possibly interfering with the bracing. It also means the pole can't be hinged down for maintenance unless the bracing is disconnected.
