I think Crossrail 2 will happen, but without the Chelsea and Tooting/Balham sections. Maybe even with the Southgate branch axed as well.

No chance of getting a station through the wealthy and well connected Nimbies of Chelsea. Let them live in a public transport black hole. CR2 is still needed and will become essential with HS2 depositing more people at Euston.

Compulsory purchase can take care of the second part. However it will be eye-wateringly expensive either way.

Wasn't the design changed from Balham to Tooting for CR2 to interchange with the Northern Line because preliminary tests found the ground at Balham too unstable for tunnelling easily?
Tooting was plan A but they were worried about potential geology issues so had Balham as a back up. The ground surveys revealed Tooting wasn't was bad as thought so stuck with Tooting as plan A.

I thought it was reported, somewhere in the past, that a large part of the funding for crossrail2 was (hypothetically) going to come from local property owners, based on their distance from the stations?

Also, where land is purchased can they not recover that cost by developing it after the line is built? E.g., I thought that was what is happening to the (crossrail1) site in Moorgate.

A mix of council tax /business rates increment as CR1 (effectively London wide) as well as new development levies
Also, where land is purchased can they not recover that cost by developing it after the line is built? E.g., I thought that was what is happening to the (crossrail1) site in Moorgate.
They do. Safeguard is about preventing developments that would block a scheme or increase its cost.
