There's a few other threads (in this Infrastructure sub-forum) already about this development.
After Transport for Scotland tendering for contractors a few months ago, there's been no further announcements.

There's also an unnofficial blog here, and website here.
Only minor re-locating of utilities were scheduled for this year, and not a lot of that has actually taken place.
I don't know, but merely suspect, that any decision to award substantial contracts will have been allowed to sit in suspense. Maybe for quite a long time.
