Blue Signals?

I've noticed this in a few areas, but one which springs to mind now is Eastleigh station. Why are some of the signals painted blue, some of which are even next to other signals?

They are SPAD (signal passed at danger) signals. I think they flash or something if the preceding signal is passed at danger.

matt is correct they are spad indicators, three signal heads top and bottom flash red middle one stays red with the word stop in the middle.
