Blocked culvert

I'm not sure if I'm posting this in the right forum, but I'll try this one. There is a gully on Network Rail land near me at the foot of the railway embankment alongside a popular footpath and cycle route connecting my estate to the shops. It usually drains into a screened culvert on Network Rail land that drains into the river. Since the rough weather has come and gone it has been clogged with debris and flooding the cycle route. Does Network Rail pick up on these kind of issues in track inspections, even though it is a long way from the actual track itself?

I'm sure after there recent issues in Devon they would act on issue you've identified

The River Crane bridge failure at Feltham was investigated by RAIB and IIRC there were opportunities missed to deal with waterborne rubbish partly blocking the watercourse. I’d report it, can do no harm.

You should definitely report it to Network Rail. If nobody tells them they won't know, I don't know how often culverts are inspected for blockages. It's in NR's interest to keep it properly maintained and functioning.

Maybe it's not their culvert after all, but if that's the case they are likely to know who is the responsible entity.

Contact network and I’d contact the local council as well. The council can give network a hurry up if they fail to do anything.
Say it’s a health and safety issue and someone could get seriously hurt by it. If you mention health and safety then things get sorted a lot quicker.

They certainly don't move quickly unless lives are at risk. Since then, whenever there's any significant rain the path floods. I'm going to the local councillors' surgery on the weekend about something else so I think I will mention it.
