Interestingly it does look to be the expensive proposal involving a wholly new footbridge that seems to have been approved. All they needed to do was make the existing P7/8 emergency exit suitable for passenger use, which I guess would just involve adding a lift, a small gateline, a departure screen and a couple of TVMs, and sort out the pedestrian access to it. All very nice but not really necessary to deal with an entrance that will be used by a minority of users - it's an origin rather than a destination, and most housing is on the side where the present entrance is.
