I think it's a case of accountants wanting guards to be issuing complicated excesses, and passengers to be inconvenienced, for the benefit of accountants. However in reality, it appears that guards apply common sense, and make the lives of themselves and their passengers easier. This is a victory for common sense over people in offices who do not give a damn about making life difficult for guards or customers.

Of course, it should be made official. But who has the power to do that? The DfT won't want to know. ATOC are effectively being allowed to act as a regulator, which is wrong, and they are not at all interested in making things easier for customers. Quite the opposite in fact.

Indeed I am glad that common sense is prevailing amongst the staff. As you say, this is probably an essentially unwritted rule.
In fact, I suspect that in some cases, passengers will ask for a ticket to Blackpool and will automatically be issued a ticket to North, but will then board the first Blackpool train which may well happen to be going to South. In these cases, it would be extremely harsh to ching up for a new Kirkham-Blackpool South ticket.

My only possible concern is that this quite possibly means that the passenger usage stats are understaing usage of the South branch, but hopefully this won't have any severe consequences.
