The two stations have common routeing points so there are no mapped routes in the Routeing Guide. This means you must use a direct train or a route no more than 3 miles longer than the shortest route, unless there are any relevant easements (which there are not).
The only such route for a ticket marked ANY PERMITTED is via Bolton.
Going via Preston is not valid, unless you buy the more expensive ticket, marked VIA PRESTON. Confusingly the VIA PRESTON ticket would also be valid by Bolton, as the Any Permitted is cheaper.

If you wish to travel via Preston, the "Route: via Preston" ticket is valid that way.
The difference in return fares is £1.40.
Therefore, if you wish to travel via Bolton in one direction, and via Preston in the other direction, you should buy the cheaper 'Any Permitted' fare and be charged a change of route excess costing 70p, for the relevant portion.

NRE is indeed quoting the ANY PERMITTED price for itineraries via Preston.
The booking engines use a different Routeing Guide, maps and easements database to the one that is published for public use.
In that case, I recommend printing the itinerary from NRE when you travel if you want to take this route, however, looking at a map it looks reasonable so I doubt that many guards would mind you going via Preston anyway.

If you don't want to end up in a potential argument with the guard, then I feel for the sake of 70p each way, it might be best to just buy the Via Preston ticket.
However if you don't really mind having to argue your case, then feel free to do what maniacmartin suggested.
