Bittern Line speed signs

Sorry if this seems a dumb question but I could find any info online or of the forum. on the Bittern line (Norwich - Sheringham) the speed signs have one signs saying x mph, but below it is another sign saying y mph with a sp below the speed, what does this mean. Is it something to do with a sprinter only speed limit something like that. It looks like this http://www.geograph.org.uk/photo/2310071, Thanks :D
