Could someone explain what is this for? There are 4 lines before it and 4 lines after it so if freight on the relief line needs to be passed by passenger workings it can be anyway. Could just sets of points have been used to divert workings onto the appropriate lines depending on whether it is heading for Severn Tunnel or Caldicot direction?

Quite simply, it reduces the number of conflicting moves between trains on the Up Main and Up Relief. Trains can get from the yards at Newport and Llanwern towards Severn Tunnel Junction without having to cross over the main lines.
