Seems to me that foot passengers are allowed.

Birkenhead Hamilton Square station is a short walk away, or seat 61 claims there is a courtesy bus:
At Birkenhead Hamilton Square, take the lift to street level, exit the station and turn sharp left and you'll see the Stena Line bus stop on the corner (look for the sign on the wall). Stena Line run a courtesy bus from Birkenhead Hamilton Square railway station to their 12 Quays ferry terminal with departures on Tuesday-Sunday at 07:30, 08:15, 09:15 for the daytime ferry and at 19:30, 20:15, 21:15 for the overnight ferry. On Mondays the courtesy bus leaves at 19:30 & 20:15 for the overnight ferry. The bus ride take just 5 minutes, and the bus is included in your SailRail ticket. If you feel energetic, you can walk from Hamilton Square to the ferry terminal in 19 minutes.

Yeah. If you are feeling fit I'd just walk to Hamilton Square. It isn't too far and then only five minutes on the train to Lime Street.

That said, I do recall hearing the Stena does not take foot pax.
Seemingly they do. I've just done a journey check on the sailing from Liverpool - Belfast and it's quoted me £30 single as a foot passenger with no vehicle.

It also gives you directions how to travel to the port by public transport - something a motorist wouldn't need.

How to get there - Liverpool Port

It’s easy to get to Liverpool Port by car or public transport!

Car: The Stena Line Liverpool Port is located at 12 Quays Terminal, Birkenhead. The port is clearly signed 'Stena Line' on motorways and roads in the vicinity to help you find us.

Long and short stay car parking is available. Please inform a member of check in staff that your vehicle will be left in the car park. Car parking spaces are limited and are on a first come first served basis.

Train: Birkenhead Hamilton Square Railway Station is a 15 minute walk from the Terminal. Click here for timetable information.

Bus: There is a regular National Express bus service operating from Liverpool to destinations all over Britain. National Express Coaches use the Norton Street Station North East of Lime Street. Click here for more information.
