There's an Anytime Short Distance Return from Bank Quay to Leeds (and from Flixton) but not from Birchwood (or Irlam). Would it be a break of journey on a reasonable route from Leeds back to Bank Quay to go across from Victoria to Oxford Road and then alight at Birchwood?

Break of journey is not prohibited in either direction on this ticket, so it doesn't matter whether or not you break your journey.
So Leeds-Victoria-walk-Oxford Road-Birchwood would be fine, especially on a return from Warrington Central to Leeds.
EDIT But if the ticket is from Warrington Bank Quay, it's still valid, it just might cause some confusion.

It would be a ticket from Warrington Central or a ticket from Warrington Central / Bank Quay so this isn't a problem.

The £24.20 Warrington Central to Leeds Anytime Short Return is valid on Northern services only, if that's what you meant?

Edit: perhaps you can clarify if you need to use the return portion of the ticket or not - are you proposing to stop short on the return?

I can only see this ticket when searching specifically from Warrington Bank Quay and not from Warrington Central or from Warrington Central/Bank Quay, so perhaps it is only valid from Bank Quay?
I'm unable to force a routing starting from Bank Quay and walking to Central then going the suggested route using either NRE or TrainSplit, perhaps someone else can

Can’t see any staff onboard having an issue with that. Most likely an oversight to omit intermediate stations.

The £24.80 Northern Only SHR to Leeds appears to be issued from Warrington Bank Quay only. I don’t think that you can start a journey with a walk, can you? Would buying a Newton le Willows to Leeds ticket solve your routeing problem, and save you a £1 too?

Not for breaking a journey at Birchwood on the way back. If it's specifically from Bank Quay*, I'm guessing that it would not work the turnstiles at Central (out or back).

* That's what it says on the last one I had. It seems odd to have an SHR from Warrington (BQ) and from Flixton (changing Oxford Road, Salford Crescent, and Victoria) but not from stations between Warrington Central and Irlam.

It's just a quirk in the way that the Northern only fares have been set up. Usually such dedicated fares are set on a point-to-point basis (e.g. Manchester Stations to Leeds, and indeed that's what they've done from Warrington BQ.

However, from Manchester, they have created Northern only fares using the same flow as the TPE-set Any Permitted fares - from Q235 (a cluster containing Manchester area stations) to Q475 (a cluster containing Leeds area stations).

Coming back to the issue at hand, a ticket from Newton le Willows is valid via Warrington BQ-walk-Central and thus for travel to/from Birchwood.
