I have a Sulzer engine plate which I bought off Ebay but it has some white paint on the sides, whats the best way to remove this?

Will put a photo up later.

When I saw the thread title I was going to suggest Brasso, however on seeing the image it appears that won't do it.
I think that White Spirit or Paint thinner might damage the black paint as well.
You could (if you have a steady hand) try to scrape the paint off with a fine scalpel knife.

Somewhere, not in London
Or you could use a gel based paint remover (a very gentle one) as not to damage the baseplate of the plate, and mask over (carefully) any of the black painted areas.
