SNCB has announced a scheme allowing all Belgian residents (nationals and registered foreigners) to travel by train free of charge up to 12 times between 5 October 2020 and 31 March 2021.
One should apply online for the “Hello Belgium Railpass” which will arrive by post. Only two journeys per month are allowed; after 9 am on weekdays, with no restrictions on weekends and holidays. These can be between any stations in Belgium but high-speed services (TGV, Thalys &c) are excluded. A supplement is payable for bicycles, and for travel between Brussels and Zaventem (the airport)
Changing trains en route is allowed, but journeys "out" and "return" count as two. So effectively the pass gives one free return journey per month.
See the SNCB pages for details (English version available)
