But it is virtually free. The cost is basically an Admin fee.

Atos Origin is a private company. ATOC is the umbrella organisation for the Train Operating Companies. The NFM CDs are produced using Atos Origin software, i.e. Avantix Traveller, for ATOC. As I said, for ATOC to give those CDs away I'd imagine they would have to pay Atos Origin a pretty hefty fee to bulk buy them.
If an individual buys that CD they are not just buying the fares information - they are buying the right to use the Avantix Traveller software on their computer to look those fares up.
