Bangor-London route

Is it possible to travel from Bangor to London via Shrewsbury and Bristol Parkway?

If not will someone with a Bangor to London ticket valid today be able to get a refund at Bristol Parkway when buying a Bristol Parkway to Paddington ticket?

Unfortunately this is not a permitted route, unless you can get a booking engine to give you an itinerary.

Is your ticket from Bangor to London is a completely unused* walk-up ticket?

If so, a refund minus £10 admin fee can be given from the point of origin.

Bristol Parkway station could not issue the refund but could forward it to the retailer for you. It may be easier for you to contact the retailer directly.

(* If it's the return portion of an Off Peak Return for which the outward portion has been used, the refund value would be less than the admin fee!)

Its a completely unused single walk up ticket for today brought online and picked up from a TVM at Waterloo! The person who was going to use it will never visit Bangor again. In this case where would you go pick up a refund and how do you demonstrate that the ticket has not been used? Is it better to hand it over at Bristol Parkway as in that way its fairly clear it has not been used?

There is usually no burden of proof on refunds, however, if you were/are regularly handing in refunds for similar reasons you might start to encounter issues.

How you get a refund may vary by website, so you should check what the website says about refunds and follow their instructions.

You can hand it over at any railway ticket office, but be warned that the staff will simply forward your application to the ticket issuer and this could add a delay to getting the money back.

Collect the ticket and just submit it at any National Rail ticket office. The reason yorkie suggested that you contact the seller is that it is simpler and quicker as whichever ticket office you submit the refund request to will have to go through the same process anyway.
