No, it's called a dynamic stabiliser, which follow tampers along the track to compact the ballast by surface vibration. A tamper lifts the sleepers slightly and packs the ballast in around them.

Another key difference is that Tampers make tea only, whereas DTS crews often drink coffee (in my experience, anyway).

It looks like the bridge bulged around the bridge deck, ballast packed too tightly perhaps?

Usually with the HOBC there is a follow up tamper and ballast regulator but the HOBC itself has built in tamping functionality and a DTS to aid in compacting ballast and allowing TSRs imposed post work to be removed quicker. The 09 Tamper (triple bank) also has DTS capability too.
Well this is the case for the newer ballast cleaner not to sure about the older one - not sure what one is used on Anglia - West Coast uses BCS4

Looking at the BBC video, that bridge has several braces fitted to it already; the circular black objects on it are like huge nuts on very big bolts that run all the way through the bridge to stop exactly this sort of damage from happening.

Therefore that bridge has a history of being at risk from spreading - does anyone know how long ago the braces were fitted?

Some of the brick work is newer than others, didn't see any braces in the shots I saw of immediate damage.

Let's the HOBC is operated carefully over any other venerable under bridges down the line.
