Is anyone able to say what’s failed? Feels like we’ve been talked through the down fast signals either side of Balham.

Actually seems indeed they're being talked past the starter signal on the DBF line at Balham, looks like a Track circuit issue.

Probably axle counter failure. They're always failing

Weren't axle counters introduced to obviate track circuit faiures?

Well, they have. But instead we have axle counter failures! But at least axle counters won't detect broken rails!
