I heard on the radio going to work that they were going to provide 4tph London-Heathrow services.

They mean Heathrow Connect services. This is because of the irregular 4tph pattern from T4 to T1,2,3 people have complained about the inconvenience of having to change for the HEX at T1,2,3 just to get to London when they get the inter-terminal shuttle. 4 Connects an hour will still not come into force until 2010 as they need more rolling stock.
