Speculating, but might that be because it's so cold any normal temperature 'seems' too hot? Are the triggers from on board or ground-based detectors?

That’s highly unlikely.

Bogies with outside frames will be scrutinised by lineside detectors but inside frame bogies need an onboard system. Lineside detectors are, I believe, infra-red so will be able to get a reasonably accurate measurement of the temperature. If IETs are like Voyagers the onboard system will be a fusible plug; in other words a plug on the bogie air supply that is mounted on the final drive casing and sealed with wax. In this instance, the temperature would have to be hot enough to melt the wax and blow out the plug in order for a hot axle box to be suspected.

That suggests that the snow is blocking up between the horn trumpets and the grille in the lower fairing. Presumably the simple fix of removing the grill would improve matters. Interesting also to note that the horns themselves are heated.
