Just wondering whether it would be technically possible to detach a coach from each of the 11 car sets and attach it to the 9s, so that all sets would have 10 coaches, with one and a half unreserved? Would make more sense than the current lottery.

I believe no as going past 9 requires an additional transformer coach.

Given some 11 car services are already full, how would 10-cars be justified across the board?

Yeah well I wrote that on a 9-coach Rugby to Glasgow, probably one of the busiest days of the year and people standing everywhere. I thought there must be a better way.

Get a Time Machine and go back to 2008, then persuade the DfT not to reject Virgin’s bid to extend the whole fleet to 11 cars.
