Avanti Off-Peak Refund

If I buy an off-peak ticket from Avanti can I get a full refund before travel if unused?

The website implies ticket office refund have a £10 admin fee but online does not.

It's been mentioned on another thread that some TOCs will give a full refund at present in these circumstances. GWR, Greater Anglia and East Midlands Railway have all been mentioned.
