Going away on the 25th of this month and checked tickets to Gatwick.

On the Southeastern website they were offering an off peak return for £24 via Tonbridge and Redhill on their peak time morning trains. (This is a Tuesday). They even offer an off peak return via HS1 for £43.30 changing to FCC at St Pancras, valid on all morning peak services.

Is this something peculiar to Gatwick that lets you use an off peak ticket in the morning peak ?

"Peak" depends on the restriction on the ticket you're using, not a fixed time.

The restriction code for this ticket is 4C:

In detail :

OUTWARD TRAVEL:
By any train. Break of journey
is not permitted except to
change trains at an
intermediate station or to
access station facilities.

RETURN TRAVEL:
By any train.

A lot of tickets for similar journeys in that area have the more restrictive (but similar sounding) code C4:

Restriction applies: Monday to
Friday only. No travel
restrictions on other days.

OUTWARD TRAVEL

By any train scheduled to
arrive London Terminals or
Kensington Olympia at or after
1000.

RETURN TRAVEL

By any train

This ticket is cheaper because Southern set the price rather than Southeastern.

It's a general Southern easement that off peak tickets are valid to Gatwick at all times but not for breaks of journey with the ticket in peak hours
